The irony that this was referenced yesterday when Rosemary Wilson for Virginia Beach City Council declared how 'thankful' she is that they built the industrial zoning through from Hudome Way toward Landstown.

Let's circle back to 2021 when a surveyor with a conscience flagged attempts to place development in this area. At that time it was residential and when looking into it Rosemary Wilson had promised Dragas residential in this exact area. The problem being the Virginia Beach City Government still owned that property in the ITA.

There is some 'deal' or 'promise' electeds must fulfill with Dragas for residential right here in this exact area. In 2021, alterations were made to the official computer system that were unauthorized, and Dragas was handed city property with a permit to develop it. And since that deal fell through because they were caught -- Dragas has already laid-claim to VB National.

The only excuse Virginia Beach Commonwealth's Attorney's Office could have for not investigating is TowneBank is involved since Stolle has wholly disclosed that conflict.

Of utmost importance here and in concurrence with Elaine Fekete -- with the exception of Barbara Henley for Virginia Beach City Council *not a single councilmember* is aware of the issues which lie below the line or in the Southern Rivers Watershed in general. It is embarrassing, and dangerous.

David Hutcheson, City Councilmember District One - Kempsville since the planning department and VBDA have deliberately erased the information regarding the AICUZ so that they may develop the overlay I have attached the information here.

'Debrief' from Virginia Beach City Council's informal session on VB National and the ITA-
- The Virginia Beach Economic Development VBDA's "public outreach" consists of the developers and builders NOT THE PUBLIC
- No one on council is aware that the AICUZ noise levels will be increasing 5-10 dBs with the F-35s (if they can even relocate after finding out the existing AICUZ violations).
- Rosemary Wilson for Virginia Beach City Council is thankful they have now connected all of the industrial together (so that they can access that additional 600+ acres) - Wilson must go!
- Since the Dewberry study, and every study since 1972 has warned them against impacting below the green line they hired a company that hasn't the slightest idea where he is (Dill's Architects).
* A stormwater park upstream from residential wells Virginia Beach Department of Public Health is going to have a field day. Closest USGS monitoring station to this location groundwater at 5.1 ft -- you simply do not create 'stormwater parks' of this magnitude with groundwater less than 10 ft from the surface, wells downstream, and *industrial upstream.*
** Cross country if you want to run in mud - there is nowhere for the water to go, and you have already filled everything downstream.
*** Turf!? They want to put 'turf' on soil that doesn't drain...? Yeah, that's about par for the course of the city's current planning.

Virginia Beach City Government and District 9 Councilman Joash Schulman editing public meetings? Oops... no '?' necessary -- given Schulman's history and the numerous lies regarding Save Pleasure House Point (PHP), wetlands, the CBPA, stoplights... It's safe to assume he edited the video because he was called out for being in violation of the Open Space Land Act, the City Charter, and basic human decency.

Since this came up, again, just this past week but this time on a grander scale I want to highlight the reason I started this page back in 2018 -- there is illegal conduct at all levels within the Virginia Beach City Government and nowhere for residents to turn.

In 2018, residential structures suddenly 'appeared' in private drainage easements outside the City's MS4 in the Southern Rivers Watershed. Each structure has a septic system and well in direct violation of the VDH code with City-issued permits. Contacting the City to notify them that they are in violation of the ordinances produces City Attorney Mark Stiles stating that "residents must sue the builder." Except Argos is current precedent so the City Attorney knew, for a fact, these employees were in violation of law and made the conscious choice to ensure residents are harmed.

Last week we discovered the Master Plan for the Shore Drive area has also 'disappeared,' adding this to the list of 'missing information' including the City's own easements; the master drainage study for the Southern Rivers Watershed; the soil maps which now label everything (even waters belonging to the Commonwealth) as "stabilized residential land"; the HOA-owned parcels/set-asides in subdivisions; the wetlands inventory; the private drainage/waters; the USTs; the state/federal permits; the JP-5 pipelines... In 2018 everything disappeared so that specific builders had a 'by right' to violate every ordinance enacted since 1964 and the planning department green-lights permits citywide since the corresponding restrictions which would ordinarily prevent development were illegally removed.

With evidence of City-issued permits for gross negligence; erasure of JP-5 pipelines; illegal rezonings and alterations in the City's official computer information systems; a deed from the lead illegal developer to the City Manager; a deed from the lead bank to the Mayor's mistress; internal emails evidencing the City Treasurer knowingly assesses taxes to manufacture fraudulent tax liens on behalf of builders and Stiles knowingly misrepresents law to assist builders... You would think the Virginia Beach Commonwealth's Attorney's Office would perform a minimal investigation but no, his wife works for said bank.

This started on a grand scale shortly after the City removed the Department of Environment and Sustainability in 2018. While the City attempts to blame the 'missing' information on the mass shooting the reality is quite grim -- the City's erasure and negligence directly correlates to the motive of the shooter.

Council is fully aware this is happening -- they have been notified by everyone, everywhere, repeatedly. Council is the entity responsible for the city manager and the city attorney -- they refuse to even investigate.

You would have thought when the fraudulent tax liens were assessed on a state-mandated nonprofit (a church) this would have triggered an investigation... but no, Franklin Johnston Group was the beneficiary. Or perhaps when it surfaced in a multi-million-dollar neighborhood that would have triggered an investigation... but no, Bishard was the beneficiary. And now we have missing information that will also go ignored... because here, it involves McLeskey.

Rather than investigating the negligence councilmembers (who are supposed to work to protect us from the negligence of city employees) willfully participate directly, and knowingly harm residents.

Honest question- Can you qualify for a state grant when you are in violation of state and federal law?

Seems Acoustical Sheetmetal Co. is getting a Virginia Economic Development Partnership grant - yet they still do not have any permits.

Here's a fun question for the Virginia Beach Economic Development VBDA who want to develop in the ITA- have you mapped all wells five miles downstream? No, you have not.

The sheer incompetence of our local government is unbelievable at this point. They are quite literally willing to kill people blatantly violating every single law enacted to negligently place industrial use below the line without complying with law.

Edit- Adding in here that Architectural Graphics Inc. IS PERMITTED so it is possible when the company itself is responsible.
**Even so- the CITY IS RESPONSIBLE for legally complying when the VBDA misrepresents Innovation Park as 'business ready' when the city itself is in violation of their MS4 permit and has not performed the mandatory preconditions prior to upzoning to PROTECT THE PUBLIC.

Virginia Beach City Government has jokes- they have not recognized wetlands since 2018. Councilman Joash Schulman when sitting on the Wetlands Board specifically erased all wetlands in the Southern Rivers Watershed for his donor developers. Apparently, he can't read state code which literally states "all wet land" (pretty sure he's an attorney deliberately misrepresenting state and federal law).

City employees (Carrie Bookholt and Whitney McNamara) knowingly and deliberately lie to the Virginia Department of Environmental Quality the Norfolk District, U.S. Army Corps of Engineers and the U.S. Environmental Protection Agency falsely claiming to be in compliance with state and federal law with regard to wetlands and waters. Good thing there are emails and site plans they signed off on evidencing their knowing negligence and deliberate misrepresentations.
