Attention all members this is very important!
We Need All Members To Oppose The Anti-Access Bill

From Jeff Anderson, ATV MN lobbyist

URGENT CALL TO ACTION: Contact Senate Committee – Oppose SF1245 (ATV Access Bill)

Dear ATV Minnesota Members,

We need your help—Senate File 1245 will be heard this Thursday in the Minnesota Senate Environment, Climate, and Legacy Committee, and your voice is critical.

SF1245 would significantly change how ATV access is managed in northern Minnesota by moving toward a designated trail system north of Highway 2. This would limit access to many existing routes that riders, families, and communities have used responsibly for years.

ATV Minnesota strongly opposes SF1245, and we are asking you to contact members of the committee TODAY.

What to Do

Please send a brief, respectful email to the committee members below and urge them to oppose SF1245.

Key Message Points (feel free to personalize)

• Please oppose SF1245.

• The bill shifts northern Minnesota toward a designated trail-only system, limiting access to many existing routes.

• This change would create confusion for riders and enforcement challenges.

• There is not enough funding or staff to implement widespread signage and mapping requirements.

• ATV users and other stakeholder groups across the state have serious concerns about the impact of this bill.

• Minnesota’s current system works—this proposal creates more problems than it solves.

• We are concerned that this will significantly slow or stop ATV trail development across the state.

Sample Message - PLEASE PERSONALIZE. Talk about where you live and what your ATV story is.

Subject: Please Oppose SF1245

Dear Senator,

I am writing as an ATV rider and Minnesota resident to respectfully ask you to oppose Senate File 1245.

This bill would significantly restrict ATV access in northern Minnesota by moving toward a designated trail-only system. Many of the routes we currently use would effectively be closed, creating confusion and limiting access for responsible riders.

There are also serious concerns about the cost, staffing, and practicality of implementing this system. ATV users across the state have expressed opposition.

Please vote NO on SF1245 moving forward.

Thank you for your time and consideration.

Sincerely,

[Your Name]

ATV Clubs Should Prepare Now For The January 10th Legislative Summit (Forms are due by December 12)

(By Ron Potter, ATV MN president, from the latest member e-newsletter)

It is time to start preparing for the 2026 Minnesota Legislative Session, which starts February 17th.

As part of that effort, ATV MN holds a Legislative Summit each year prior to the Session. The purpose of this event is to develop a Legislative agenda for our Association and set priorities for our Lobbyist for his work at the State Capitol. The Summit will be January 10, 2026, at Appeldoorn's Sunset Bay Resort, in Isle, MN.

Clubs can submit new Legislative Initiatives related to changes they would like to see made to Minnesota Statutes by filling out and submitting Form 1, titled "ATV MN Resolution Development Worksheet."

New this year is Form 2, the "ATV MN Funding Request Worksheet." It is to be used to request funds from the ATV Dedicated Account, over and above the normal Grant-in-Aid (GIA) funding. To help all clubs better understand these funding requests, we are requesting some details about the specific project, including any previous funding history on the project. Also requested is map information regarding the project location, how it fits or compliments the current trail system, and letters of support. Both forms have been sent to all ATV MN member clubs.

All new Initiatives must be submitted to the ATVMN office on or before December 12, 2025. This will allow for the requests to be reviewed by member clubs prior to the 2026 Legislative Summit. This is an in-person meeting. All clubs are encouraged to attend, participate in the discussion, and set the legislative priorities.
