California's civil lookback window, established under AB 218, closes at the end of this year. For faith organizations with any unresolved historical concerns, that date is a present-tense decision point.

Faith organizations spend significant time and resources screening the people who work directly with youth.

Volunteers. Youth workers. Camp staff. Teachers.

SafeFlock Risk Management works with ministry leaders across California and nationally.

One of the most common gaps we identify is not a background check form.

It is not a screening interview.

It is the absence of a written digital communication policy.

Youth workers use texting, social apps, and direct messaging every single day to stay connected with the young people they serve. That is not wrong. The calling is real. The mission is digital.

What is missing, in most cases, is the structural guardrail. A written policy specifying: which platforms are approved, that one-on-one messaging with a minor outside a parent-copied channel is prohibited, that financial transactions between staff and youth are not permitted.

Structure does not replace trust. It protects it. It protects the youth and it protects the worker.

Most child protection policies are written around the program.

The lesson. The activity. The scheduled event.

But Church Mutual's risk guidance, published this summer, identified something most organizations have not accounted for: transitions, shift changes, mealtimes, and end-of-day routines are where risk is highest.

Not during the lesson. In between it.

A faithful shepherd does not only guard the sheep during the sermon. Protection happens in every moment entrusted to your care. Proverbs 10:9 says that "whoever walks in integrity walks securely." That security is built moment by moment, gap by gap.

If your organization runs a summer program right now, take 10 minutes this week. Map one full program day. Mark every unscheduled gap. For each one, ask: Who is responsible? How is line-of-sight maintained? What does a staff member do if something feels wrong?

Those five questions can close the gap your written policy may have left open.

SB 848 is now in effect for every private school, religious school, and charter school in California.

The question is not whether the law applies to you.

The question is whether you can prove it.

Most schools have a safety plan. SB 848 does not ask whether you have one. It asks whether your plan addresses abuse, neglect, and s*x offenses specifically. Most do not.

Compliance is not a legal burden. It is a structural expression of the calling you already accepted.

Your next youth event is coming up.

Before it does, I need you to answer three questions.

One: Has every adult serving at this event completed state-approved mandated reporter training? Not last year. Not "I think so." This event.

Two: Do you have two unrelated adults assigned to every space where minors will be present? Not one trusted leader. Two adults. Every room. Every activity.

Three: Is your written child protection policy current, reviewed, and in effect? Not sitting in a drawer. Not the version from three years ago.

Proverbs 27:23 says, "Know well the condition of your flocks." That instruction is not metaphorical for the leader reading this. It is operational. Before the event. Not after.

AB 506 does not pause for ministry calendars. Neither does liability.

If your ministry serves minors and you are not compliant, you are exposed. Not theoretically. Legally.

Here are the 5 requirements. Swipe through each one.

1. Mandated reporter training for every employee and volunteer who works with minors, before they serve.
2. A written child protection policy, distributed to your team.
3. The two-adult rule: no adult alone with a child. Ever.
4. Background checks for all staff and volunteers in youth-facing roles.
5. Annual review of your policies and training. Once is not enough.
