I've encountered this multiple times where someone defends their questionable decision with a rationalization that I now refer to as "the scenario for success." "I'll have time to chamber my weapon." "I don't plan on shooting anyone, so I dont need a larger caliber." "I don't go where there's trouble.
As I heard another instructor say, "good guy rule number one; you don't get to choose the time or the place."
The bad guys don't know what your scenario for success is, and even if they did, they don't care.
I'm sure this father had justified his decision to carry on an empty chamber saying he would have the time needed. He paid with his life for that rationalization.

Many people who carry in condition 3 or higher assume they will have time to chamber a round when needed. It takes less than a second, right?

There is so much wrong here. Off body carry of a handgun. Handgun choice i.e. a five shot snubnose and a pocket pistol. Handgun implementation. I wonder many of their shots hit the robber vs went somewhere else. Mindset: they did not act like they were fighting for their lives until the older woman was physically entangled with the robber. Both women are lucky to be alive and that the robber wasn't moderately more competent at his chosen profession.
