Teams from the Prime League and the National Football League take part in the knock out competition. The FA Cup was contested by Singapore’s top-flight teams from 1995 to 1998 but after that it was decided clubs who played in the S.League should no longer participate in that competition. From 1999 the Singapore Cup became the S.League clubs' sole Cup focus and the Singapore Pools FA Cup was, for a
number of years, solely restricted to NFL Clubs. They seized the opportunity and produced a string of famous winners, while the Singapore Cup carried on as the knock-out competition for S.League teams and invited foreign clubs. With NFL clubs having had the trophy reserved for them over those seven years it was time to give them some stronger challenges again and in 2006 the Prime League teams of S.League clubs joined the fray. They were drawn out of a hat against one another for the initial 2006 and 2007 seasons before being seeded into two groups after 2008.
