Governor Ademola Adeleke has publicly called for the Federal Government to immediately release more than ₦130 billion in statutory allocations that he says have been withheld from Osun State’s 30 local governments since February 2025. He made this demand during a statewide broadcast addressing what he described as the illegal occupation of local government secretariats and the defence of democratic order.

In his address, the governor also highlighted ongoing disputes over local government leadership, accusing former APC chairmen and councillors of occupying council secretariats unlawfully despite court rulings invalidating their tenure. He called for support in restoring constitutional order and urged federal intervention to ensure the release of the withheld funds.

STATE BROADCAST BY THE EXECUTIVE GOVERNOR OF OSUN STATE,
SENATOR (DR.) ADEMOLA JACKSON NURUDEEN ADELEKE,
ON THE ILLEGAL OCCUPATION OF LOCAL GOVERNMENT SECRETARIATS
AND THE DEFENCE OF DEMOCRATIC ORDER IN OSUN STATE

My dear people of Osun State,

I address you today out of an urgent necessity to restore lawful, peaceful, and effective governance at the grassroots level in our dear state. Recent developments across our local governments compel me, as your Governor, to speak directly and clearly to you.

For close to one year now, local government secretariats across Osun State have been under illegal occupation by court-sacked APC chairmen and councillors, whose so-called election was nullified by the Federal High Court, Osogbo, in November 2022, and further affirmed by the Court of Appeal on 10th February 2025 and again on 13th June 2025.
Let me state this without ambiguity:

I did not remove these APC chairmen and councillors from office. The courts of law did.

Their election was struck down because it was conducted in clear violation of the provisions of the law. Since the pronouncements of the courts, they have had no lawful mandate whatsoever to remain in office.
Yet, in brazen contempt of the rule of law and in total disregard for democratic decency, these individuals have refused to vacate the local government secretariats. They have continued to occupy public offices illegally, emboldened by the alleged backing of the Nigerian Police, reportedly acting under the influence and instruction of the immediate past Governor, Mr. Gboyega Oyetola.

This development is deeply troubling and represents a dangerous assault on democracy and constitutional order in Osun State.
By contrast, in obedience to subsisting court orders, the Osun State High Court directed the Osun State Independent Electoral Commission (OSSIEC) to conduct fresh local government elections.

In compliance with the law, and after giving the constitutionally required 360 days’ notice, lawful local government elections were conducted on 22nd February 2025. The duly elected chairmen and councillors were sworn in on 23rd February 2025.

These officials constitute the only lawful and legitimate local government leadership in Osun State today.

Any other claim to authority outside this constitutional process amounts to illegality, lawlessness, and self-awarded mandate, which has no place in a democratic society.
On Illegal Tenure Elongation
Let me make it very clear:

It is a settled matter of law that the tenure of elected officials in Nigeria cannot be extended for a single day beyond what the Constitution and electoral laws prescribe.

No individual, no party, and no institution has the power to confer upon itself an extra day in office outside the law. Tenure elongation by force or intimidation is illegal, unconstitutional, and a direct violation of democratic principles.
Democracy thrives on the supremacy of the law, not the supremacy of force. Governance must be based on the will of the people, not on police occupation or political manipulation.
I therefore call on all security agencies to remain professional, neutral, and to respect court judgments and constitutional order. The Nigerian Police must not be used as an instrument to subvert democracy.

To the good people of Osun State, I assure you that my administration remains fully committed to the rule of law, peace, and democratic governance. We shall continue to defend your mandate and protect the integrity of our institutions.

Osun State will not be governed by impunity.
Osun State will not bow to lawlessness.
Osun State will stand firmly on democracy, justice, and the rule of law.

God bless the people of Osun State.
God bless the Federal Republic of Nigeria.

Signed:

Senator (Dr.) Ademola Jackson Nurudeen Adeleke
Executive Governor of Osun State
