FIFA want to pass a new radical plan that would require all clubs to have at least one homegrown under-21 player on the pitch at all times.
Fifaโs idea, which could even apply to U20 players instead of U21, would have a potentially seismic impact on clubsโ transfer policy, team selections and even on coachesโ decisions on which players to substitute. Liverpool have included an English U21 player in just two of their Premier League starting line-ups this season (Via Martyn Ziegler).
