PLATEAU ASSEMBLY PASSES GINDIRI COLLEGE OF EDUCATION BILL, ADVANCES OTHER LEGISLATIVE PROPOSALS.

The Plateau State House of Assembly has passed the Bill seeking to repeal and re-enact the Plateau State College of Education, Gindiri Law, 1988, providing a new legal framework for the governance, administration, academic mandate and funding of the institution.

The Bill was passed during Tuesday’s plenary after the House considered the report of the House Committee on Education, presented by its Chairman, Hon. Prof. Theodore Maiyaki Bala, SAN.

The Committee had been mandated by the Speaker, Rt. Hon. Naanlong Daniel, to scrutinise the Bill and report back to the House.

Presenting the report, Prof. Maiyaki said the proposed legislation was necessitated by the rising standards and changing demands of education in the 21st century.

He explained that the Bill seeks to address inadequate manpower through in-service training, continuing education and professional development, while strengthening the institution’s contribution to education and research.

The Committee recommended that the College be empowered to operate as a degree-awarding institution in line with extant regulations and subject to the approval and accreditation of relevant regulatory authorities.

It also proposed amendments to various clauses of the Bill to bring the law in line with democratic legislative practice and provide a modern framework for the institution.

Following presentation of the report, the House dissolved into the Committee of the Whole on a motion moved by the Majority Leader, Hon. Joseph Gokum, and supported by Hon. Gabriel Dewan, member representing Pankshin North, to consider the Bill clause by clause.

After consideration of the provisions, the House returned to plenary, where the Speaker directed the Clerk to read the Bill for the third time.
The Bill was thereafter passed by the House.

The Speaker commended members for their contributions and sacrifice in the legislative process and directed the Clerk to prepare a clean copy of the Bill and forward it to the Governor of Plateau State, Caleb Manasseh Mutfwang, for assent.

Earlier, the House commenced consideration of a Bill seeking to establish the Plateau State Public Complaint Commission and provide for its composition, functions, powers, administration and funding.

The Bill was sponsored by Hon. Adamu Aliyu, member representing Jos North-North Constituency, and seconded by his counterpart from Wase, Ibrahim Galadima

The Speaker subsequently directed the Clerk to read the Bill for the first time.

The House also considered the Bill seeking to establish the Plateau State Judiciary Service Pension Board and related matters, sponsored by Hon. Prof. Theodore Maiyaki Bala and seconded by Hon. Joseph Bukar, member representing Shendam Constituency.

Moving the Bill, Prof. Maiyaki said the proposed legislation seeks to repeal the Plateau State Pension Board Law, 1999, noting that the financial autonomy granted to the judiciary makes it necessary for the judiciary to take responsibility for the administration of its pension matters.

Members unanimously supported the Bill, describing it as timely, following which the Speaker directed the Clerk to read it for the second time.

The Bill was subsequently committed to the House Committee on Judiciary for further legislative consideration.

Also during the sitting, the House commenced consideration of a Bill seeking to establish the Plateau State Character Commission and provide for related matters.

The Bill was sponsored by Hon. Eli Ankala, member representing Rukuba/Irigwe Constituency, and seconded by Dr. Mathew Sylvanus Kwarpo, member representing Mangu South Constituency.

The Speaker directed the Clerk to read the Bill for the first time.

At the close of proceedings, Hon. Eli Ankala expressed appreciation to his colleagues for their solidarity, support and spirit of togetherness following the death of his father.

In response, the Speaker said the House mourned with him and prayed for the peaceful repose of the soul of the deceased.

THE ROAD LEADS TO QUAAN PAN, SO WHY SHOULDN'T THE CHAIRMAN FOLLOW IT UP?

--URGES COUNCIL CHAIRMAN TO REMAIN CALM AND NOT BE DISTRACTED BY SPONSORED OPEN LETTER.

By Shepnaan Danladi.

My attention has been drawn to an open letter purportedly authored by one, Polite John Senyen and addressed to the Executive Chairman of Quaan Pan Local Government Council, Hon. Christopher Audu Manship, criticizing his inspection visits to the Jibaam–Dokan Tofa Road project.

While every citizen has the right to express opinions on matters of public interest, such opinions must be anchored on facts, sound reasoning, and a proper understanding of the issues involved.

Unfortunately, Senyen’s submission appears to be based more on assumptions and politically motivated sentiments than the realities surrounding the project.

His argument ignores the strategic importance of the Jibaam–Dokan Tofa Road and the direct benefits it will bring to the people of Quaan Pan.

The road is not merely a project confined to a geographical boundary; it is a critical infrastructure designed to improve access, facilitate trade, boost economic activities, and strengthen connectivity between communities in Pankshin and Quaan Pan Local Government Areas.

To suggest that the Chairman should have no interest in the project, simply because portions of the road are currently within Pankshin Local Government Area demonstrates a narrow understanding of leadership and development.

Roads are not built to serve administrative boundaries, they are built to connect people and create opportunities. Any leader who genuinely cares about the welfare of his people will naturally take interest in any project that is capable of improving their lives.

It is important to place on record that Hon. Christopher Audu Manship has continued to demonstrate uncommon dedication, courage, and a strong sense of responsibility in the discharge of his duties.

He represents a new wave of leadership in Quaan Pan, one that is proactive, people-focused, and deeply committed to ensuring that development projects are not only attracted but also properly monitored for quality ex*****on. His leadership style reflects rare humility blended with firmness, and his consistent presence on project sites stands as proof of a Chairman who is genuinely working for his people.

Under his watch, Quaan Pan has witnessed a renewed sense of direction, administrative energy, and visible commitment to development.

His insistence on accountability and on-the-ground supervision has strengthened public confidence in governance and earned him the respect of stakeholders who value transparency and result-oriented leadership.

Indeed, Hon. Manship has proven that leadership is not about distance from the people, but about presence where it matters most.

More importantly, the facts must be clearly stated. Contrary to the impression created in the open letter, Governor Caleb Mutfwang’s inspection of the project commenced from Quaan Pan and extended to Lardang and other sections of the road corridor to assess the level of work being carried out.

Therefore, any attempt to portray the project as being entirely outside the concern of Quaan Pan is inaccurate misleading and malicious.

A responsible leader does not sit back and wait for development to arrive before showing interest. A responsible leader follow projects from conception to completion, engages relevant stakeholders, monitors progress, and ensures that the interests of his people are protected.

This is precisely what Hon. Christopher Audu Manship has consistently demonstrated.

It is regrettable however, that what should ordinarily be seen as a genuine commitment to development is now being twisted into a political controversy to satisfy the whims and caprices of some undesirable elements.

Development should not be reduced to a platform for scoring cheap political points. The people of Quaan Pan are more interested in results than distractions. They desire roads, schools, healthcare facilities, economic opportunities, and improved living standards, these are the issues that deserve collective attention.

One cannot help but wonder whether the open letter was sponsored by individuals who are uncomfortable with the growing visibility of development efforts under the administration of Hon. Christopher Audu Manship. At a time when the Chairman is working tirelessly to ensure that Quaan Pan benefits from government projects and development initiatives,
it is unfortunate that some persons would rather create distractions than support the progress.

Since assuming office, the Chairman, has demonstrated a hands-on approach to governance. He prefers to be on the ground, monitoring projects and engaging with the people rather than relying solely on reports. Such dedication should be encouraged, as it reflects accountability, transparency, and a genuine commitment to service delivery.

I therefore express my strong solidarity and unwavering support for the leadership of Hon. Christopher Audu Manship. His commitment to development-driven governance, transparency, and people-oriented leadership is worthy of commendation and collective encouragements.

At this critical time, Quaan Pan needs unity of purpose behind a leader who is visibly working for the progress of the local government.

Polite John Senyen’s article may have generated attention, but it ultimately fails to provide a convincing case against the Chairman’s actions. Instead, it highlights the dangers of allowing political considerations to overshadow developmental realities.

Public commentary should enlighten and inform, not mislead or create confusion through selective interpretation of facts.
I therefore urge Hon. Christopher Audu Manship Wallat to remain focused, steadfast, and undistracted in his commitment to delivering purposeful governance to the people of Quaan Pan.

Leadership inevitably attracts criticism, but history remembers leaders for their impact and the lasting value they bring to the lives of their people.
The road leads to Quaan Pan, and the benefits will ultimately accrue to the people of Quaan Pan.

Therefore, it is only logical that the Chairman follows its progress every step of the way. Development is not politics; it is responsibility. And responsible leaders do not wait at the border before protecting the interests of their people.
