Additional time is allowed for a penalty kick to be taken at the end of each half of the match or extra time. In this case, the penalty kick is completed (and the half is ended) when the ball:
➡ stops moving
➡ goes out of play
➡ is played by any player other than the defending goalkeeper or
➡ the referee stops play for an offence by the kicker or the kicker’s team

Therefore, if the goalkeeper has saved the first shot, the kicker (or their team-mate) cannot play the ball and score the goal, even if the ball is still moving and has not left the field of play.

The match ends unless a defending team player (including the goalkeeper) committed an offence and the penalty kick is retaken!
