According to the ICC T20I Playing Conditions, all fielding restriction clauses explicitly dictate the maximum number of fielders allowed outside the 30-yard circle (and on the leg side), rather than specifying a fixed number of players that must remain inside.Because the rule only sets an upper limit on the outfield, playing with 10 players does not force you to reduce your boundary riders. The ICC rules state:
During the Powerplay (Overs 1–6): A maximum of 2 fielders are allowed outside the circle, regardless of team size.
After the Powerplay (Overs 7–20): A maximum of 5 fielders are allowed outside the circle, regardless of team size.The team simply absorbs the disadvantage of the missing 11th player by having one less person in the inner ring.
