COVID UPDATE-GAA HANDBALL

I hope you are keeping well and safe.

Following the government’s announcement on Tuesday last, we have today received the following instructions from Sport Ireland.

The lifting of restrictions planned for the 5th July will now not be permitted in line with the government announcement. While this news will no doubt come as a major disappointment it is anticipated that this delay will be a short-term delay with the 19th July provisionally set as the date for further reopening. This will be dependent on the public health situation at the time.

In the meantime, the current restrictions as listed below will remain in place for the 26 counties.
Outdoor sports matches & competition can recommence.
Indoor facilities such as gyms, swimming pools, leisure centres and sports clubs can reopen for individual training. A parent/guardian can be present with a Juvenile player.
Two members of the same household can train together.
One-to-one training between a participant and instructor/coach can take place providing the instructor/coach is accredited by GAA Handball.
In relation to one-to-one training for Juveniles, to comply with Child Safeguarding guidelines a parent/guardian must also be present if one to one training is taking place with a coach. In this case a maximum of 3 people are allowed to be present with social distancing measures in place.
Restrictions in the six counties are not affected by this announcement.

World Handball Championships

It is with great disappointment that we inform you that GAA Handball has received official notification from the World Handball Council that they have made the difficult decision to cancel the 2021 World Handball Championships due to be held in Ireland later this year.

The decision was taken due to the ongoing situation with the Coronavirus pandemic taking into account the safety of members, the financial impact of the virus and the impact on world travel.

Dr Raquel Barnes, President of the World Handball Council communicated the decision to the WHC members stating:

“Due to the unforeseeable events that are occurring globally as it pertains to the Novel Coronavirus, it is with regret that I inform you of the cancellation of this year’s World Handball Championships, I will keep you abreast of any developments as they become available.”

No decision has been made yet as to a proposed date for a rescheduled World Championship.

Further updates will be communicated when available.

Covid UPDATE from GAA Handball


The government announced on Friday 27th that from December 1st the country will move back to Level 3 restrictions.

Therefore, from tomorrow 1st December the country will move to Level 3 and the following restrictions will apply in respect of GAA Handball activity. Clubs are reminded that any return to training should be in line with the safe return to play protocols.

Training
Outdoor training sessions no more than 15 people allowed.
Indoor individual training only. 1 parent/guardian allowed in with Juveniles.

Games
No games/matches permitted

Dressing rooms/showers
Dressing rooms/showers to remain closed

Viewing galleries
Viewing galleries to remain closed

GAA Handball would like to acknowledge the impact the Level 5 restrictions have had on all its members and clubs. We have been in constant contact both individually and as part of the recently set up indoor sports group with the relevant bodies that make the decisions in relation to the restrictions on sport.

Before entering level 5, GAA Handball along with other indoor sports made a submission to the Sports Expert Group outlining our concerns with the current restrictions and seeking the further easing of restrictions relating to indoor sport during Level 3. We have yet to receive any confirmation that these submissions have been accepted or denied. We will continue to engage with Sport Ireland and will update our members as soon as possible if the situation changes.

Recently Sport Ireland announced a support funding package for Irish Sports and we are delighted to inform you that GAA Handball were part of a successful application in conjunction with the GAA, LGFA and Camogie for same. We are awaiting confirmation on the final figures of the amount of support funding allocated to GAA Handball and once we have same, we will be in a position to advise how clubs can apply for this funding. This funding will be available to fully registered clubs only and further details will follow on how to apply for same.

We are also awaiting clarification from the insurance department around a possible rebate of player injury payment fees arising out of the cancellation of activities due to Covid19. Once this is clarified we will be in a position to advise further on club registrations for 2020 and 2021.

We encourage our members to continue to abide by the guidelines on social distancing, wearing of masks and sanitizing. As always as this is an ever-changing situation and further updates will be issued when available.

I hope you are keeping well.

Following the government's decision to move the entire country to Level 5 restrictions from Wednesday night for 6 weeks there was some confusion as to what restrictions would be in place with regards individual training in sport which was permitted in the original framework released by the government.

Sport Ireland have now clarified the Level 5 restrictions with regard to sport as follows:

With regards to Level 5 restrictions no training or matches should take place with the following exceptions:
- Non-contact training can continue for school aged children, outdoors in pods of 15 (see guidance below)
- Professional, elite sports and senior inter-county Gaelic games, horse-racing and greyhound racing are permitted to continue behind closed doors.

The decision of Government is that all gyms, leisure centres, swimming pools and other sports facilities must close in the Level 5 restrictions. This includes both indoor and outdoor sports facilities.

Therefore, in compliance with Level 5 restrictions and government instructions all GAA Handball activities are suspended for the duration of Level 5 restrictions. This is to include all games, training, and gatherings.

I have no doubt that this news will come as a huge disappointment to our members especially when we were starting to enjoy our games once more. This is a difficult and uncertain time for all our members but I would appeal to all our members to comply with the level 5 restrictions and government advice to help stop the spread of the virus and enable us to return to action in as short a timeframe as is possible. We will continue to issue updates as they are available.

Non-contact training for school aged children
Specific guidance on non-contact training for school agreed children will be issued by Government. In the interim, the following is advised:
- Underage activity refers to those in primary and secondary school who are aged 18 years and younger
- Participants and coaches may travel beyond the 5km limit to attend training. Car-pooling should continue to be avoided
- Outdoor facilities may open only to allow the activity to take place. Only those participating in and conducting the training session should attend.

Following a request for clarification from Sport Ireland in terms of what sports were classified as elite and inter county the following clarification was received.

Professional & Elite Sport is defined as:
- Professional sports people or sports people who participate within professional competition.
- A Member of a high-performance team funded by Sport Ireland.
- Those who compete at major international events including European and World Championships, Olympic and Paralympic Games. It is advised that these are senior athletes only within one of the following categories:
* Athletes on the 2020 International Carding Scheme
* Players on the 2020 Team Ireland Golf Scheme
* Senior riders in Show-Jumping, Eventing & Dressage
* Senior team players in Hockey, Cricket, and Rugby Sevens.

Inter-county sport refers specifically to senior competition organised by the Gaelic Athletic Association, the Ladies Gaelic Football Association or the Camogie Association.

Please note the following updates in relation to the restrictions:

AGMs- Further guidance will issue in the coming days in relation to AGM's with the current restrictions in place.

GAA Handball Clar - A meeting of GAA Handball Ard Comhairle will take place to discuss the Clar for the remainder of the year and the ramifications for same of the level 5 restrictions in place. Further communication will issue in this regard following this meeting.

GAA Handball Online Shop- Due to restrictions in place around working from home and travel please note that shop orders will not be able to be processed at present.

GAA Handball Return to Sport.

I am delighted to announce that GAA Handball have today released a plan for a safe return to play.

The plan (attached) is the culmination of many weeks work between GAA Handball, the GAA Covid19 Advisory Group and the Department of Transport, Tourism and Sport’s Expert Group on Return to Sport.

As an indoor sport Handball is viewed as a high-risk sport for the contraction of Covid -19 with the virus 20 times more likely to be contracted indoors and therefore a separate plan was required for the safe return to play in line with the complex requirements of an indoor sport as opposed to the outdoor field sports of the GAA. In line with government guidelines a return to indoor sports was not permitted prior to this date.

I wish to thank the GAA Covid19 Advisory Group and the Department of Transport, Tourism and Sport’s Expert Group on Return to Sport especially the GAA’s Director of Player, Club, and Games Administration Feargal McGill who have been a tremendous assistance over the past number of weeks in getting this plan to completion.

The roadmap offers a route back to activity and in turn competition in a safe and controlled manner while adhering to the guidelines set out by the HSE and Government in both the Republic and Northern Ireland. Please note there are some differences in the roadmap for clubs located in Northern Ireland in line with UK Government guidelines.

The document is being distributed to all clubs and counties today with a view to providing them with time to put in place the necessary arrangements to facilitate a return to indoor activity.

All members are invited to attend an online webinar to explain the measures required for a return to play and also to explain the phases in the roadmap. The date and time of this webinar will be confirmed on Monday. We are delighted that a member of the Covid19 expert group will join this webinar to explain the measures required.

Counties and clubs are now invited to examine this document thoroughly and submit any queries or concerns that they may have in relation to the attached Roadmap and the return to play and these questions will be covered and answered in the presentation. These queries/concerns should be submitted to [email protected].

Following the webinar there will be extensive support resources available to clubs on the GAA Handball website. The presentation will be recorded and will be sent to all counties and clubs alongside the roadmap to return.

We have been asked by the Department of Transport, Tourism and Sport to remind all our members of the following:
· While the government have accelerated the roadmap for return to June 29th, there is no onus on NGBs, Clubs, Affiliates, Members, Athletes or Volunteers to return immediately.
· A cautious, gradual approach to full participation and competition remains a sensible approach.
· Sports should be mindful of non covid19 related issues as part of that return – increased risk of injury etc. due to the suspension of organised sport & training.
· Personal responsibility is more important than ever.
· Sports & their participants, should consider the four strands of the DATE model when making decisions on activity and at all times be evaluating risk. These four things are: Distance, Activity, Time and Environment.

I would ask that you share this document with all your respective units as previous emails do not seem to have reached all levels of the association and this has resulted in some confusion surrounding the timeframe for a return. It is essential that all members read this document thoroughly and familiarise themselves with the contents as these are the minimum standards set out for a safe return to play.

I would like to thank all the GAA Handball units for their patience and adherence to the lockdown measures over the past number of weeks and thank you for playing your part in the fight against Coronavirus/Covid19.

I know this hasn’t been easy on anyone but we now have some long awaited light at the end of the tunnel, however we must continue to work together while remaining vigilant to ensure all our members can return to our sport in a safe manner and enjoy our wonderful games once more.

Finally, as this is a live document and an ever-changing situation, I would like to remind you that this document is subject to change depending on Government recommendations.

Indoor alleys open July 20th in line with return to play document.

Following the announcement by the Irish Government on Friday last all Return to Sport protocols for indoor sports were reassessed with regards to the new measures in place from the 29th June.

We had been informed that we would receive sign off on Monday last but due to the Government announcement this was then pushed back to reassess all protocols in line with the latest Government advice.

We are awaiting final sign off from the Covid19 expert group and have been informed that this will happen at their meeting later today (Thursday) and we will then be in a position to share the return to play document with all members.

Once the document has been shared there will be an opportunity to submit questions before the information webinar for clubs will take place next week.

The phases are planned to begin on Monday 29th June and full information will be available following sign off.

Latest Update on return to play...

I hope you are all well.

Further to my last email I wish to update you on the situation in relation to a return to play for GAA Handball.

A draft document for GAA Handball’s return to play was issued to both the GAA Covid19 Advisory Group and Sport Ireland / Department of Sport for approval last week.

The GAA Covid19 Advisory group met and discussed the return to play document and returned with a number of recommendations. They will meet again on Monday to sign off on the document. The return to play document was discussed today at a meeting of the Department of Sport expert group along with submissions from all other indoor sports.

We are expecting to receive sign off on Monday from both groups on a return to play. Once we have received this sign off, we will be inviting all members to attend an online webinar to explain the measures required for a return to play and also to explain the phases in the roadmap for a return to play. We are delighted that a member of the Covid19 expert group will join the webinar to explain the measures required.

The date and time of this webinar will be confirmed on Monday but will take place next week.

Counties and Clubs are now invited to submit any queries or concerns that they may have in relation to returning to play and these questions will be covered and answered in the presentation. The presentation will outline the roadmap to return and explain each phase and will also explain the measures required to ensure a safe return to play.

Following the webinar there will be extensive support resources available to clubs on the GAA Handball website. The presentation will be recorded and made available to members after and will be sent to all counties and clubs alongside the roadmap to return.

It is hoped subject to sign off that GAA Handball will begin their return to play in a stepped phase from 29th June and each phase will be clearly outlined on the roadmap. The progress to each additional phase will be subject to government guidelines and it is essential that we all comply with the recommendations to ensure that we can continue on the roadmap to a full return.

We fully appreciate the desire to get back on the courts and that it has been a long wait to get back but we are almost there, by working together we can make sure that our return to play is a safe and enjoyable one for everyone.

Subject: UPDATE: GAA Handball Return to Sport Document

A chairde, county secretaries,

GAA Handball wish to advise that a draft return to sport document has now been finalised and has been forwarded to the relevant authorities and their expert panels for approval.

For clarification, no indoor sport has received clearance to return to play yet and as a primarily indoor sport GAA Handball were required to have a separate return to sport protocol than field based or primarily outdoor sports. At present return to sport protocols for all indoor sports in Ireland are being examined by Sport Ireland and work is underway to produce recommendations for same.

Due to the confined space in which Handball is played and the difficulty in ensuring social distancing in competitive play, Handball is viewed as a higher-risk sport for the contraction of Covid -19. Also, the age profile of a large percentage of our membership who might be more vulnerable due to their age meant that additional considerations regarding the risk of play had to be considered before a return to sport protocol could be finalised.

The outdoor element of GAA Handball has been taken into consideration and is reflected in the return to play document.

Our primary concern at all times is to ensure the safe return of GAA Handball activity in the shortest timeframe possible while ensuring the safety of all our members and the general public.

We hope to have a further update in the coming days once we have received clearance from the relevant authorities.
