New analysis of Driver and Vehicle Licensing Agency (DVLA) data, obtained through a Freedom of Information request by temporary car insurance provider Tempcover, found that 192,560 endorsements were issued to provisional licence holders between 2022 and 2025
This represents an increase of more than 44% over the four years.
The most common offence was LC20 – Driving otherwise than in accordance with a licence, accounting for 52,748 endorsements.
This covers breaches of provisional licence conditions, including driving without displaying L plates, failing to have a qualified supervising driver present, or otherwise failing to comply with the restrictions placed on learner motorists.
The second most common endorsement was IN10 – Using a vehicle uninsured against third-party risks, with 50,013 offences recorded.
Meanwhile, SP30 – Exceeding the statutory speed limit on a public road ranked third, with 44,452 endorsements.
Together, the three offences accounted for more than three-quarters of all learner driver endorsements recorded during the period
The findings suggest that while most learner drivers are successfully mastering the practical skills needed to pass their test, many are still falling foul of the legal responsibilities that come with holding a provisional licence
